And Cuomo wants even more of it.

"We want this business to do well; we want this business to thrive."

The yogurt industry, Cuomo says, is exploding. With now 49 yogurt manufacturers across the state, New York, he claims, is leading the boom.

"Our production of yogurt has increased about 60 percent over the past six years; half-a-billion pounds of yogurt."

Cuomo attributes that success to what he calls "entrepreneurial government;" citing Genesee County as a great example.

Part of the reason two new yogurt factories in Batavia came to be was a fast-moving partnership in local government which allowed a high-volume sewage system to be approved in only a matter of days. Additionally, the local Town of Batavia government was able to fast-track zoning and planning approvals that sealed the deal for the big plant, built by Theo Müller and Pepsi.

"Genesee County did a great job; it was my honor to partner with them as a state government."

CEO's for Theo Müller and Pepsi also expressed their pleasure for the way Genesee County laid down a legislative red carpet.

"We're happy to be here, because we are in the part of New York that appreciates our investment, and the employment opportunities it creates here in the state,” said Indra Nooyi, PepsiCo CEO.

Governor Cuomo has plans to expand upon this success. In two weeks he will host what he calls a "yogurt summit" in Albany with all major yogurt manufacturers in the state in attendance.
